For most of America‘s history and in the vast majority of the United States, voting by noncitizens was the norm, not the exception. And this practice is not particular to the U.S.: 45 countries on nearly every continent currently allow noncitizens to vote in local, regional, and even national elections. It is a global trend. These practices reflect the impact of massive demographic shifts and the spread of democratic ideas. This presentation examines the politics and practices of immigrant voting in the U.S., chronicling its rise and fall – and its re-emergence.
Ron Hayduk is a Professor of Political Science at Queens College, CUNY. Formerly a social worker, Hayduk worked in New York City government and consulted policy organizations.
