The moment when America will be paying more to service its debt than on defense is projected for 2012, a classic sign of imperial decline. In June, Mike Mullen, the Chairman of Joint Chiefs of Staff, said the current defense budget deficit is not sustainable, and furthermore is the number one threat to national security. The burgeoning debt has become a decisive topic for domestic politics, and hence the populist Tea Party movement. This quarter we shall look at how these political and economic forces might conflict with Obama%u2019s legislation agenda and at the growing liberal view of the president as a poor negotiator.
